Belgian Jean-Baptiste Moens produced this value from Moresnet Neutral condo. to trick a French stamp journalist (who copied Moens work) into accepting their use as genuine in 1867. (34 stamps).

Moresnet: 1908 Moens 10p black bogus stamp printed for Moresnet tied to a illus postcard of map for the neutral Moresnet area written in Esperanto explaining how he lamented not being able to attend the 4th Esperanto Congress in Dresden in 1908. Sent from Beyne Heusen to Antwerp. Very scarce use of the Belgian Jean-Baptiste Moens bogus stamp produced to trick a French stamp journalist (who copied Moens work) into accepting their use as genuine in 1867.
